The difference between the countries in the center of capitalism and those on its periphery, regarding social protection, is shocking. In the periphery there was difficulty in completing the Social Welfare State, in the same way the local elites blocked the advances of democracy. In spite of this, the small social apparatus constructed since the 1930s began to be strongly questioned after the 80s crisis. Thus, the challenge today is to overcome the social exclusion, by building a new social democracy.

Política social na periferia do capitalismo: a situação recente no Brasil

Located on the fringe of global capitalism, lacking an international currency and endowed with weak technology production and dissemination capacities, Brazil is developing its own very specific approach to social welfare policies. Its 1988 Constitution ushered in acknowledged progress in these policies during the past two decades, despite constraints due to the general behavior of its lackluster economy, with rising unemployment and a shrinking job pool. In parallel, the semi-stagnation of its per capita income has been paced by a steady stream of tax adjustments, hobbling more recent developments in social spending. All these efforts often achieve little more than upholding the wealth financialization cycle, mainly for the tiny portion of society holding public debt papers. An analysis of this specifically Brazilian situation leads to a better understanding of missed opportunities for cutting away many of Brazils social shackles, as welfare policies have significant impacts on lower-income segments of the population.

This article discusses the main aspects related to the restructuring trajectory of the capitalist development pattern. To this end, it discusses the current movement for the establishment of new worldwide centers, while identifying the new challenges of the current Brazilian development process.

Ajuste econômico e desemprego recente no Brasil metropolitano

O presente artigo trata da evolucao da taxa de desemprego no inicio do ano 2015. Tres partes compoem de forma consecutiva e encadeada a partir da premissa de que as mudancas no interior do mercado de trabalho sinalizadas principalmente pelo aumento dos desempregados sao geradas fundamentalmente pelo avanco da recessao na economia brasileira. A primeira parte aponta as principais alteracoes no rendimento e emprego da mao de obra no mercado de trabalho do Brasil metropolitano durante os meses de janeiro a julho de 2015, enquanto a segunda parte descreve brevemente as caracteristicas mais importantes que decorrem do aumento recente da taxa de desemprego. Por fim, a terceira parte registra comparativamente os reflexos da adocao das politicas de ajustes economicos no desemprego em anos selecionados durante as ultimas tres decadas. Dessa forma, constata-se o grau de intensidade atual na evolucao da taxa de desemprego com a de outros momentos vividos no pais.

Brasil: segunda grande transformação no trabalho?

This article discusses the hypothesis that Brazil is facing a second great transformation of labor in the early 21st century. Great transformation is understood as the current structure of the labor market, with an increasing number of formal wage earners and falling unemployment, income inequality and poverty. This movement differs from the first major transformation of labor (1930s to 1980s), when the country pursued an important consolidation of urban and industrial society. Having been stopped in the tracks in the last two decades of the 20th century by economic and social regression, Brazil only now begins to give signs of a second transformation of labor, established in new foundations, through the strengthening of the service sector - which, incidentally, still awaits the State to reposition itself in terms of public policies.
