The RIU model as an analytical framework for scientific knowledge transfer: the case of the “decision support system forest and climate change”

AbstractSince a direct, so-called “linear” scientific knowledge transfer from science to political practice does not seem to be possible, we suggest an alternative model of the science–policy-interface. This model understands scientific knowledge transfer as the connection between research (R), integration (I), and utilization (U)—the RIU model. Within this RIU-model, scientific knowledge is produced in the science system (research), and science-based problem solutions are utilized within practice by political actors (utilization). Between the two spheres there is no “automatic” connection that leads to a linear application of science in policy making. Rather, the RIU-model highlights the important sphere of “integration”, a step that lies between science and utilization. A case study on a German decision support system for sustainable forest management within climate change is presented. It is shown that this informational instrument failed since no application in practice could be observed. An analysis by using the RIU model demonstrates (1) what are the reasons for the failure in this case and (2) which recommendations can be drawn by the RIU model for scientific advice that matters in forest policy-making.n

Rural governance, forestry, and the promotion of local knowledge: the case of the German rural development program 'Active Regions'.

This article investigates the role of local knowledge in the policy approach of neo-endogenous rural development, which may be held by local and regional actors such as municipal and county level politicians, local and regional level administration, entrepreneurs as well as local third sector representatives. The main question addressed is whether local knowledge under this approach is merely mobilised or if rural development processes are even based on such knowledge, placing it at the centre of such policy. The relevance of this approach to forestry is also explored. The types of forest owners for which the neo-endogenous rural development approach is appropriate and the types that may have difficulties in coping with this cross-sectoral and area-based approach are especially examined. Using a case study design on the German Active Regions funding program it is shown that the neo-endogenous approach is most relevant to large private forest owners and small-scale corporate enterprises, but also has potential for small- and medium-sized private owners. Concerning the role of knowledge held by local and regional actors, the approach is shown to largely build on the use of local expertise, and hence policy acceptance increases. However, scientific knowledge as well as politics are found to play a major role in the use, production and interpretation of local knowledge.

Politikberatung durch autonome Diskurse — das Beispiel Erfolgsfaktoren für nachhaltige Regionalentwicklung

Dieser Beitrag stellt ein Politikberatungsverfahren der Naturschutz- und Regionalpolitik vor, das innerhalb einer mehrjahrigen Forschungsarbeit entwickelt wurde und auf der Basis politikwissenschaftlich fundierter Erfolgsfaktoren versucht, in Kooperation mit der Praxis erfolgreiche Problemlosungen zur Erreichung der Ziele der Praktiker im politischen Prozess zu entwickeln. Zentral fur dieses Verfahren ist das Konzept der autonomen Diskurse, das zum einen die akteurszentrierte Unterscheidung und Anerkennung der Existenz autonomer Diskurse innerhalb von Wissenschaft auf der einen und innerhalb der Praxis auf der anderen Seite beinhaltet. Zum anderen werden Phasen der uberschneidung zwischen den Diskursen gestaltet, in denen jedoch keine Gleichberechtigung herrscht, sondern jeweils eine der Akteursgruppen Wissenschaft bzw. Praxis dominiert. Empirisch lasst sich beobachten, dass Informationen von einem Diskurs in den anderen wandern, wobei die Selektion dem jeweils aufnehmenden Diskurs uberlassen bleibt. Es entstehen unterschiedliche Interpretationen uber die politischen Handlungsmoglichkeiten, die dennoch die Moglichkeit beinhalten, voneinander zu lernen. Letztendlich gelingt so eine erfolgreiche Politikberatung, die es sowohl den beteiligten Wissenschaftlern als auch den Praktikern ermoglicht, ihre jeweilige Handlungsautonomie zu wahren und dennoch vom jeweils anderen Akteur und dessen Handlungen zu lernen.

Like the two friends sharing a beer in the first chapter, many researchers in the environmental sciences experience frustration because practical actors do not follow their scientific advice. Conversely, many politicians are frustrated with the naivety of natural scientists regarding the potential for political implementation of their recipes. The widely-assumed incompatibility between science and politics is the starting point for our analysis: We question whether there may be possibilities for successful scientific knowledge transfer in spite of the fact that the types of logic that political and scientific systems use are different.

Die Problemstruktur der Umweltpolitik

Wie bereits eingangs erwahnt, stehen in der Politikfeldanalyse als Teilbereich der Politikwissenschaft Verhandlungen uber und das Zustandekommen von Politikinhalten in einzelnen Politikbereichen („Feldern“) im Mittelpunkt des Erkenntnisinteresses. Als Politikfelder unterschieden werden konnen dabei z.B. diejenigen Politikbereiche, fur die es innerhalb der Regierung Ressorts gibt, z.B. die Sozialpolitik, die Agrar- und Verbraucherschutzpolitik und die Umweltpolitik. Die Umweltpolitik hat dabei vielleicht die steilste Karriere „von einer weitgehend belachelten Nischenexistenz uber ein wichtiges Mobilisierungsthema bis hin zum anerkannten Politikfeld“ hinter sich (Roose 2009: 109).
