International HR strategy in Brazilian technology multinationals

Patricia Morilha Muritiba; Sérgio Nunes Muritiba; Milton de Abreu Campanario; Lindolfo Galvão de Albuquerque

Four cases of Brazilian Multinationals from the information technology [IT] sector were compared in their international Human Resources strategy. The analysis is focused on the development and application of two research models. One analyzes the level of subsidiary autonomy in terms of strategic HR decisions, including difficult decisions regarding coordination in multinationals, following the theoretical approach of the autonomy of subsidiaries (Kidger, 2002; Nohria & Ghoshal, 1997). The other is related to the level of internationalization of HR strategies, defined as the capacity to take advantage of globalization, providing the best resources for the company regardless of where they are located (Sparrow, 2007). Both models were applied in a multiple case study method (Eisenhardt, 1989). Data were collected through semi-structured interviews and company reports, and analyzed through content analysis. The results show: (a) a more centralizing characteristic of the multinational companies examined, despite the limitations of this choice as shown by the literature; and (b) that Brazilian IT multinationals tend to rely more on their national competencies when managing human resources instead of going global to aggregate differentiated competencies.

Outward FDI from Brazil and its policy context, 2012

Milton de Abreu Campanario; Eva Stal; Marcello Muniz da Silva

Brazil became a significant source of outward foreign direct investment (OFDI) only in the 2000s. Concentrated in the secondary and tertiary sectors, OFDI from Brazil goes primarily to neighboring economies and the United States and Europe. OFDI flows from Brazil include large amounts in tax havens to escape domestic regulations and taxes. Brazils OFDI flow was negative (-US

181 billion in 2010. Except for loans provided selectively by the state investment bank BNDES, Brazil still has no institutionalized policy measures to support OFDI. Always lower than inward FDI so far, Brazils OFDI follows Brazilian economic growth and local currency appreciation that generate increased savings, and its recent growth reflects market opportunities abroad that are open to Brazilian national champions with competitive advantages and large-scale operations. Trends and developments In the 1990s, after monetary stabilization and pro-market reforms, Brazil consolidated its position as a significant global recipient of FDI flows. In the decade since 2000, it also became a significant investor abroad together with other emerging economies. Annex table 1 shows that a noticeable increase in OFDI is a new development, common to all the BRIC (Brazil, Russia, India and China) economies, driven by their domestic economic growth coupled with monetary stability and stimulated by market opportunities globally. In Brazil, the expansion of export-led industries, mainly commodities, resulted in an increasing trade surplus. Large inward FDI (IFDI) flows and the trade surplus have boosted foreign-exchange reserves, coupled with an The authors wish to thank Marcos Amatucci and Milton de Freitas Chagas for their helpful comments. Many models exist in the literature to explain the success of technological innovation. However, no studies have been made regarding graphic formats representing the technological innovation models and their impact, or on the understanding of these models by non-specialists in technology management. Thus, the main objective of this paper is to propose a new graphic configuration to represent the technological innovation management. Based on the literature, the innovation model is presented in the traditional format. Next, the same model is designed in the graphic format – named ‘the see-saw of competitiveness’ – showing the interfaces among the identified factors. The two graphic formats were compared by a group of graduate students in terms of the ease in understanding the conceptual model of innovation. The statistical analysis shows that the seesaw of competitiveness is preferred.

The objective of this study is to analyze the evolution of graduate programs (doctorate, masters and professional masters) in Brazilian business administration. The study utilizes the GeoCAPES database from the Coordenacao de Aperfeicoamento de Pessoal de Nivel Superior (CAPES). The information from 1998 to 2011 includes four triennial periods of CAPES graduate program evaluations and the first two years (2010 and 1011) of the current triennial of evaluation. Within this series, it is possible to not only verify the development of the programs, but also to compare basic indicators, such as number of authorized programs, grades, teaching staff, students enrolled and titled at the national and regional levels. As an exploratory study, it uses descriptive statistical analysis presented through tables and figures. The conclusions show a positive quantitative and qualitative development over the fourteen years of the studied indicators. Although masters and PhD programs in business administration have grown over the years, an uneven regional distribution still remains in Brazil, concentrated in the richest regions and with private universities showing strong growth at this level of education.

Technological transferring and the institutional framework of research organizations: Some international evidences

Joao Pizysieznig Filho; Milton de Abreu Campanario

The aim of this study is the process of open innovation in the growth development of a technology-based company. We used the case study method to research Totvs, a company that is the largest producer of information systems in Latin America, for medium and small businesses, as an illustrative case to support the evidences of new approaches to implement the open innovation processes. The main conclusions regarding the expansion of the open innovation concept can be seen taking the following distinct factors into account: (a) technological dominion, not business protection, is the main motivator for acquisition of external technologies, directly or through other enterprises acquisition, (b) adherence to technological footprint is the main inducer of the open innovation processes, (c) market pull technologies determines the length and range of technological dominion, and (d) incremental instead of radical type of innovation would be the preferred way to implement the open innovation process.
