POLA PERUBAHAN PENGGUNAAN LAHAN DAN EVALUASI PEMANFAATAN RUANG DI KABUPATEN BANJARNEGARA, PROVINSI JAWA TENGAH

The relatively constant availability of land in a region causes competition in its utilization with various landuse-change consequences. One of which is being the important triggering factors of landslide hazard, particularly in vulnerable regions, such as those working in Banjarnegara Regency, Central Java. This research was aimed at: (1) to identify landuse changepattern in 2001-2015 periods, and (2) to evaluate spatial utilization or existing land use consistencytowards spatial pattern allocated in RTRW of Banjarnegara Regency and its relation to landslide events and their locations. Methods used consisted of Landsat images spatial-analysis andspatial utilization consistency-analysis. Landuse in 2001 was dominated by plantation, dryland, paddyfield, forest,built land, and shrub bush of respectively 40,019, 28,524, 18,319, 10,164, 8,895, and 7,203 ha. In 2008, plantation, built land, shrub bush, and dryland were increasing of 1,781, 978, 618, and 155 ha, while forest and paddyfield were significantly decreasing of 2,498 and1,025 ha,respectively. In 2015,the areas of built land, dryland,plantation, and shrub bushwere ever-increasing of 1,048,474, 464, and 239 ha, while of forest and paddyfield were ever-decreasing of 1,343 and 873 ha, respectively. In 2001-2015, out of 9 landslide events occurred in the less vegetative covered areas, 3 and 2 events were respectively located in the forest-to-dryland, and dryland-to-built land converted areas. Around 37,033 ha land use in 2015 or 32.1% of the total research area exhibited inconsistency towards spatial pattern allocated in the 2011-2031RTRW. [RTRW stands for Regional Spatial Arrangement Plan].

Development Direction of Comodities Crops in Boven Digoel Regency Papua Province

Economic characteristic of The Boven Digoel Regency is dominated by agriculture. Food crops has an important role in agricultural and economic development in Boven Digoel Regency. The objectives of this paper are : (1) Identifying and establishing food crops as the superior commodities, (2) Delineating the land availability for superior food crops development, (3) Arranging direction development of superior food crops commodities in Boven Digoel Regency. The methodology used in this paper were consisted of the analysis of Location Quotient (LQ), Defferential Shift within Shift Share Analysis (SSA), and land availability analysis. Results of LQ and SSA analyzes showed that cassava, sweet potato, paddy, corn and peanuts are the superior food crops commodities. Analyzes of land availability showed that there are three scenarios necessary in determining land availability for food crops. In the first scenario, available land covers an area of 36.227 ha, in the second scenario available land covers an area of 43,401 ha, while in the third scenario, available land covers an area of 610,990 ha.

PENGEMBANGAN KEBIJAKAN PENGELOLAAN AIR BAKU BERKELANJUTAN DI SUB DAS KONAWEHA KABUPATEN KONAWE SULAWESI TENGGARA

Penurunan ketersediaan air akibat perubahan penggunaan lahan telah terjadi di Kabupaten Konawe, sedangkan permintaan air cenderung meningkat. Dari segi keberlanjutan penyediaan air, hal ini cukup mengkhawatirkan. Penelitian ini bertujuan menganalisis: (1) tingkat keberlanjutan, (2) faktor penting yang memengaruhi keberlanjutan, (3) peran kelembagaan dalam pengelolaan air baku berkelanjutan di Sub DAS Konaweha. Hasil analisis Multi Dimensional Scalling (MDS) dengan Rap-Konawe menunjukkan bahwa status keberlanjutan pengelolaan air baku di Sub DAS Konaweha kurang berkelanjutan dengan indeks 41,40%. Nilai indeks berkelanjutan diukur pada 5 dimensi yaitu ekologi, ekonomi, sosial, teknologi dan kelembagaan dengan nilai indeks masing - masing secara berurutan 52,36%, 36,93%, 34,16%, 35,39% dan 35,39%. Hasil analisis Interpretative Structural Modelling (ISM) menunjukkan tiga unsur yang perlu diperhatikan yaitu kendala, kebutuhan, dan lembaga. Kendala penting yang dihadapi adalah penurunan fungsi daerah tangkapan air karena berkurangnya vegetasi dan kurangnya koordinasi pengelolaan sumber daya air antara para pemangku kepentingan. Kebutuhan program yang harus menjadi fokus perhatian adalah peningkatan pengetauan dan keterampilan personil kantor pemerintah, serta peningkatan kesadaran stakeholder . Adapun lembaga yang menjadi faktor kunci untk program ini adalah BPDAS Sampara dan Dinas Kehutanan Kabupaten Konawe.

Pemodelan Penetapan Lahan Sawah Berkelanjutan Berbasis Regresi Logistik dan Evaluasi Lahan Multikriteria di Kabupaten Sukabumi

ABSTRAK Salah satu faktor yang berpengaruh dalam penggunaan teknologi penginderaan jauh untuk identifikasi tingkat kesehatan terumbu karang adalah konfigurasi saluran spektral sensor. Pemahaman tentang saluran spektral yang berpengaruh positif terhadap proses identifikasi kesehatan terumbu karang sangat penting dalam efisiensi pemetaan, baik dari segi waktu maupun akurasi yang didapatkan. Penelitian ini bertujuan untuk mencari saluran spektral yang berkontribusi positif terhadap identifikasi kesehatan terumbu karang, dengan menggunakan bantuan analisis PCA (Principle Component Analysis) dan Factor Loadings pada citra Landsat 7 ETM+ dan ASTER. Tingkat kesehatan terumbu karang dilihat dari persentase tutupan karang hidupnya dan dibagi menjadi empat kelas yaitu Sangat Baik (>75% tutupan karang hidup), Baik (50-74%), Sedang (25-49%) dan Rusak ( 75% live coral reefs cover), good (50-74%), medium (25-49%), and bad (<25%). To find the most effective bands for coral reefs health identification, multispectral classification was applied on Principle Component (PC) bands combinations. Afterward, the mapping accuracy of each PC bands combination was assessed. Each accuracy assessment result was evaluated with factor loadings analysis result to understand the contribution of different spectral bands on the resulting mapping accuracy. The results show that green band is the most effective spectral band which provides the highest contribution to the mapping, while red band provide the lowest contribution. Blue band, which is the best water penetration band, was less efficient than green band due to the strong Rayleigh scattering that affects more significantly on shorter wavelengths.
