This paper proposes to discuss: at work place, could be Human Resources (HR) policies be thought by integrated organizational view or something can make dissent on it? The integration proposal from authors like Deal and Kennedy (1982) and Schein (1985), difficulty the knowledge of heterogenic constructions, existent at HR. Otherwise, authors like Reed (1989), Martin (1992) and Aktouf (1994) think HR policies as a fragmentation maker of organization. That discussion was supported by the study of HR policies at a Regional from a Brazilian Mail Enterprise. The basis to research was collected from documents and semi-structured interviews with 26 actors in some management levels. The content analysis was applied (Bardin, 1977). Repetitions of words, sentences, ideas and interest topics was looked for (Bogdan & Biklen, 1994). As conclusion, the study shows that HR policies should be recontextualized in terms of the recognition that they are linked to integration and to organizational fragmentation, inserted in a mediation process of differences socially constructed.

This paper views and discusses discourses on social responsibility in organizations and their use of the environmental theme. We suppose that strategies are used to disseminate some discourses concerning these matters. The ambiguities of themes within organizations point to a fragmented discourse (Fineman, 1996), revealing practices of openness and dissimulation. The theoretical discussion starts with the theme of social responsibility, confronting it with an environmental theme and discusses discourses with ambiguities of organizational practice stemming from two themes. At the end, a case study of Antena completes the discussion. Data was collected with documental research and semi-structured interviews. We made use of Discourse Analysis methodology (Fiorin, 1989). In conclusion, the concern with social responsibility and its environmental thematic lie within the organization. It is found in the discourse and actions at a high administration level including managers and a high number of technical workers. The silence about the limits of this responsibility is fulfilled by a technical workers group that reveals dissimulation when openness menaces some objectives.

Objetivou-se descrever e analisar as implicacoes do contexto familiar e do sistema de valores na governanca corporativa em um grupo empresarial familiar. Para alcancar esse objetivo foram articuladas quatro dimensoes analiticas: familia, propriedade, gestao e sistemas de valores. De maneira convergente com essa opcao, adotou-se um entendimento de governanca corporativa que destaca os interesses que se relacionam com o sistema de valores e os padroes de comportamento organizacionais (WILLIAMSON, 1996; CADBURY, 1998; FAN, 2001). As contribuicoes teoricas articuladas foram aplicadas em um estudo de caso em um grupo empresarial familiar de grande porte. Os dados foram coletados por meio de quatorze entrevistas semiestruturadas, observacao assistematica e pesquisa documental, e tratados com base na analise de conteudo do tipo tematica (BARDIN, 2009; MINAYO, 2012). Como contribuicao, destaca-se a legitimidade teorica e empirica da seguinte proposicao para a discussao: a adocao de um modelo de governanca com aderencia ao sistema de valores que norteiam a familia controladora oferece uma mediacao de interesses propicia a manutencao e ao desenvolvimento da organizacao familiar.

Este artigo propoe a discussao da abordagem integrativa dos estudos sobre cultura organizacional, tratada como um instrumento homogeneizador e normatizador, na qual a carta de valores seria uma ferramenta para submeter os atores aos ideais organizacionais. A proposicao e que se deve reconhecer a complexidade e a heterogeneidade das organizacoes, utilizando-se dos enfoques da integracao, diferenciacao e fragmentacao de forma complementar. Em contra-partida a carta de valores propoe-se a ideia da carta de intencoes que, mesmo contendo principios desejaveis pela organizacao, deve ser confrontada com as percepcoes dos atores responsaveis pela definicao de significados inerentes ao seu universo organizacional, muitas vezes em posicao de ambiguidade entre o consenso e o dissenso sobre o que e desejavel para os atores e a organizacao. Como ilustracao serao discutidos dados de uma pesquisa de campo em uma empresa estatal brasileira.

The discussion is based on data collected and analyzed through five case studies. The results indicate the need to rethink public policies, especially in terms of the practical effects of government regulation on the HES and the definition of roles and functions of evaluation, regulation and supervision. These public policies interfere on the university management without evaluating their practical effectiveness. It makes the dynamics between HES and public policy take a formalistic logic, which causes damage to higher education and society.

This paper examines the discourse configurations on the environmental theme in business organizations and its relevance to the understanding of the inclusion of ecological discourses in the discourses of organizational members. A case study into a Brazilian telecommunications company offers empirical evidence. It begins with the understanding that organizations adopt several strategies in an attempt to disseminate a certain environmental discourse. As these efforts share space with other pressures, a fragmented discourse emerges. In this paper, the pressures of the environmental theme on organizations are discussed in order to understand this process. The second part of the argument focuses on the context of the case study – Brazilian organizations – and, afterwards, the third part deals with ecological discourses in their insertions in organizational interests. The data of the case study were collected through documental research and 40 semi-structured interviews. The analysis was applied based on Discourse Analysis. In conclusion, an ambiguous discourse configuration was shown that offer elements for the understanding that philanthropy, legal obligation and organizational competitiveness need to be used together to offer legitimacy to the theme of environmental responsibility in business organizations.
