Im)Possibilities for applying the Excellence in Public Management Model (MEGP)

This study aims at identifying and analyzing the results of the application of the Model of Excellence in Public Management (MEGP) in Oswaldo Cruz Foundation (Fiocruz), trying to evaluate the main cultural obstacles in the period from 2003 to 2011, according to the National Program of Public Management (GesPublica). It is a descriptive and explanatory research, as a case study with a qualitative approach, involving the collection of primary and secondary data. The survey results point to the partial fulfillment of the goals of the program at the institution, as improvements occur arising from its implementation; however, cultural, bureaucratic and political discontinuity barriers need to be overcome. We conclude that the model of excellence is an important instrument for the public organization that want to qualify their services, not being a prerequisite the total alignment with the model.

Alinhamento estratégico de tecnologia da informação (TI): O Caso da ArcelorMittal Tubarão

O objetivo deste artigo e compreender o processo de alinhamento estrategico de Tecnologia da Informacao (TI) de uma empresa do setor siderurgico brasileiro, a ArcelorMittal Tubarao, analisando como o mesmo e praticado na referidaempresa vis a vis a teoria. Fundamentado no modelo proposto por Souza e Joia (2009), buscou-se evidencias acerca dos elementos que dao suporte para o alinhamento estrategico da TI com a estrategia do negocio. A pesquisa foi realizada entre outubro de 2009 e fevereiro de 2011 e os dados coletados por meio de entrevistas semiestruturadas com gestores de areas de negocios e de TI. Os dados foram tratados por meio da analise de conteudo. Os resultados apontaram para uma tendencia de alinhamento da praxis da organizacao com os elementos do modelo teorico escolhido, particularmente no que diz respeito ao aspecto fundamental de mudanca do pensamento organizacional sobre o papel da TI no negocio.
