Water Resource Management Discourse in Indonesia (Case Studi 2002-2015)

ABSTRACT The discourse of water resources management that occurred in Indonesia for more than a decade involving governments and civil society be interesting to watch. The purpose of this study is to interpret and analyze the discourse and argumentation conflicting parties in the public sphere in water resource management in Indonesia in 2002-2015. Benefits of theoretical research is to increase the variety of discourse analysis method. This critical research paradigm using the theory of Communicative Action Habermas who developed the concept of discourse. Using the method of DHA Wodak as a method of discourse rooted in the critical theory of Habermas researchers managed to see the interests behind the making of Law No. 7 of 2004 on Water Resources and arguments used to use legal rationality and everyday language. Water Resources Law 2004 born of global importance that took the interests of katas ha of water and water privatization. Through discourse with distortion-free communication, guarantees the rationality, where the best reliable arguments to challenge oppressive power and hegemonic ideology. Keywords: argumentation, critique, discourse, privatization, public sphere, water right ABSTRAK Diskursus pengelolaan sumber daya air yang terjadi di Indonesia lebih dari satu dekade yang melibatkan pemerintah dan masyarakat sipil menarik untuk diamati. Tujuan penelitian ini adalah menafsirkan dan menganalisis diskursus dan argumentasi pihak-pihak yang berkonflik di ruang publik dalam pengelolaan sumber daya air di Indonesia tahun 2002-2015. Manfaat penelitian secara teoretis adalah untuk menambah variasi metode analisis diskursus. Penelitian berparadigma kritis ini menggunakan teori Tindakan Komunkatif Habermas yang mengembangkan konsep diskursus. Menggunakan metode DHA Wodak sebagai metode diskursus yang berakar pada teori kritis Habermas peneliti berhasil melihat kepentingan di balik pembuatan UU Nomor 7 Tahun 2004 tentang Sumber Daya Air dan argumentasi yang digunakan menggunakan rasionalitas hukum dan bahasa sehari-hari. UU SDA lahir dari kepentingan global yang membawa kepentingan hak atas air dan privatisasi air. Melalui diskursus dengan komunikasi bebas distorsi menjamin lahirnya rasionalitas, dimana argumentasi terbaik dapat diandalkan untuk menantang kekuasaan yang menindas dan ideologi yang hegemonik. Model Sistem Informasi Komunikasi Antarorganisasi pada Konsorsium Anggrek di Indonesia

EnglishConstraints of coordination process among stakeholders on organizational communication studies show inadequate external, interorganizational communication. Collective action of coordinated action among stakeholders will not be achieved if inter-organizational communication is ineffective. It shows importance of the research focusing on interorganizational communication applications to improve communication effectiveness among the stakeholders. Research on the application of inter-organizational communication theory is essential in order to improve communication effectiveness among orchid floriculture institutions. This study analyzed members of the consortium and messages on the orchid consortium mailing list. Objectives of the study were: (a) to analyze communication interaction process of the orchid consortium; (b) to analyze communication structure of the orchid consortium, and (c) to analyze the variables related with communication effectiveness in the orchid consortium. Results of this study showed that: (i) communication among group members focused on the task theme; (ii) information came from credible institutions, centrality indices were between 0.39 to 23.09%, density indices were 7.36 to 11.84%, and (iii) characteristics of connective and communal goods, alliance participants, social network process, and collective action are significantly correlated with alliance communication effectiveness.IndonesianPermasalahan tentang kendala yang menghambat proses koordinasi antarpemangku kepentingan pada beberapa penelitian komunikasi organisasi menggambarkan komunikasi eksternal dan antarorganisasi yang kurang memadai. Aksi kolektif dari tindakan terkoordinasi antarpemangku kepentingan tidak akan tercapai jika komunikasi antarorganisasi tersebut tidak efektif. Hal ini menunjukkan pentingnya penelitian komunikasi organisasi yang mengangkat tentang aplikasi teori khususnya komunikasi eksternal dan antarorganisasi yang dapat menghasilkan saran peningkatan efektivitas komunikasi. Penelitian aplikasi tentang kerja sama antarpemangku kepentingan dalam membangun florikultura anggrek penting untuk menghasilkan komunikasi yang berguna dalam meningkatkan efektivitas komunikasi antarorganisasi. Unit analisis penelitian ini adalah anggota konsorsium sebagai individu wakil dari para pemangku kepentingan dan pesan pada mailing list konsorsium anggrek. Tujuan penelitian ini adalah (a) menganalisis proses interaksi komunikasi konsorsium anggrek, (b) menganalisis struktur komunikasi konsorsium anggrek, dan (c) menganalisis variabel-variabel yang berhubungan dengan efektivitas komunikasi konsorsium anggrek. Hasil penelitian ini adalah (i) proses komunikasi sudah berorientasi kepada tema tugas, (ii) analisis terhadap jaringan komunikasi menunjukkan bahwa sumber informasi berasal dari institusi yang kredibel, indeks sentralitas antara yaitu 0,39-23,09%, indeks densitas sebesar 7,36-11,84%, dan (iii) terdapat hubungan nyata antara karakteristik barang konektif komunal, individu wakil aliansi, proses jaringan sosial dan aksi kolektif dengan efektivitas komunikasi pada konsorsium anggrek.

Faktor-Faktor yang Berhubungan dengan Keberdayaan petani Sayuran Organik di Kabupaten Agam dan Tanah Datar, Provinsi Sumatera Barat

This study aims to analyze the empowerment level of the organic vegetable farmers as well as the related factors. The study was conducted in Agam and Tanah Datar, West Sumatra Province, Indonesia. The sample consisted of 300 vegetable farmers having attended the program of organic vegetable development in West Sumatra. The primary and secondary data were collected from September 2013 to January 2014. The analysis was performed by using the descriptive analysis and the Spearman Rank correlation. The research result shows that the empowerment level of the organic vegetable farmers in Tanah Datar and Agam is categorised low. Meanwhile, the factors related to the empowerment level of the farmers are the internal characteristics of the farmer, the intensity of extension, and the support the external environment.

PERAN KELOMPOK PETERNAK DALAM MENGEMBANGKAN KEBERDAYAAN PETERNAK SAPI PERAH (KASUS DI KABUPATEN BANDUNG)

The objective of the research was to study the role of the group farmers especially in term of dynamic of the group farmers, empowerment of the dairy farmers, and their relationship. The sampling population is milk cooperative at Bandung district and target population are the dairy farmers as the members of the cooperative. Sample of research were collected by multistage sampling technique with the result that 4 cooperative and 120 person of dairy farmers. The relationship of the variables were tested by Spearman’s rank correlation. The results showed that the group of dairy farmers tend by the cooperative as instrument for improving production of milk of dairy farmers but no facility sufficient so the dairy farmers have empowerment. The dynamic group of farmers was low. The empowerment of dairy farmer was low, especially in the role of dairy farmers as manager and individual of autonomy. There was positive significant correlation between the dynamic group of farmers are empowerment of the dairy farmers.
