Nowadays, the development of fisheries strategic issues is related to poverty and welfare of fishermen. In 2010 - 2014, Ministry of Marine and Fisheries implemented Business Development Program of Rural Area by creating a Joint Business Group (JBG) to help traditional and small scale fishermen who categorized as poor. This study aimed to determine the performance of JBG of gillnet fishermen and to identify the attributes of performance (aspects of institutional, socio-cultural, economic, environmental and policy) in Barsela Aceh. Data was collected by purposive sampling method from 13 JBG of gillnet fishermen. IPA analysis and gap analysis were performed to measure each attribute and attributes performance. The results showed that the value of the gap in the aspect of the institution of 1.87, and socio-cultural aspect of 1.91, which are categorized as good enough. Furthermore, the value of the economic aspect (2,12), environmental aspect (2,43) and policy aspect (2.21) are categorized as less good. The attributes which categorized as a top priority (in quadrant A) are the aspect of institution, namely; human resources quality of JBG, the level of utilization of information technology and marketing, participation in training event, frequency of training held by related agencies and traditional institutions and the effectiveness of PPTK. Socio-cultural aspects are the desire to be independent culture, work ethic culture, group cohesiveness, and JBG assets are jointly managed. In economic aspect are active savings and loan activities, the level of turnover development of JBG and the level of market opportunities for JBG fishermens business. Environmental aspects are the effectiveness of target fish species catch, high economic value of fish and environment-friendly technologies. Policy aspects are sanctioned policies for fictitious JBG, policies about who can become a member of JBG, policy management in preparing a joint business plan and sanctions for members who violate the rules.

Production of marine fisheries in Barsela over the last five years, based on capture fisheries statistical data of Aceh province, has increased to 285,926.6 tonnes in 2010-2014. Therefore, the total production will affect fishing effort and the fishermen (DKP 2010-2014). The increasing factors of the number of fishing fleet in every year followed by the increasing of fish production still cannot increase the income and welfare of fishermen, particularly the joint business group (KUB) of gillnet fishermen whom are categorized as small-scale fishermen. This study aims to analyse the feasibility of gillnet fishermens KUB in the area of Barsela Aceh. The result showed that KUB of gillnet fishermen is feasible to continue an average profit of Rp 58.878621. The value of R/C is > 1 with an average value of 1.50. The value of average PP is 1,49 (18 months) to restore the stock. The feasibility of business investment of gillnet fishermens KUB obtained NPV value > 1, with the average value of 51.951.818, the value of Net B/C is > 1 with an average value of 1.73 and IRR values with an average value of 54%, higher than interest rate level (14%) so that it can be concluded that the JBG of gillnet fishermen is feasible to continue.

ABSTRACT Karangantu Archipelagic Fishing Port (Karangantu AFP/PPN Karangantu) has been appointed as regional fisheries industry (formerly minapolitan), sub-sector of catch fisheries since 2010. Today, the development of the fisheries industry one of them is processing industry still undeveloped as the result of lack of area / specific industrial land in PPN Karangantu. In addition, there is no information about the superior fish landed in PPN Karangantu as raw material. This study aims to: (1) Determine the potential of fish catches landed in PPN Karangantu as raw material processing industry; (2) Obtain production alternatives for raw material surrounding fishing port that supports processing industry in PPN Karangantu. The results of this research indicated that there were 7 types of fish that had a positive value of LQ growth with a score is 3 there are squid, mackerel, kuniran, kurisi, sardine, tuna and sea-catfish. LQ score of 3 indicates that the types of fish are concentrated relatively in PPN Karangantu and can be developed in the future become a raw material for processing industry at PPN Karangantu. Alternative production of raw material can be obtained from PPI Kepuh PPI Wadas, PPI Terale, and PPI Lontarby the type of fish that are depend to the needs of processors in PPN Karangantu and brought by the sea or via land transportation. Keywords: Karangantu archipelagic fishing port, processing fish, raw materials, superior potential, -------- ABSTRAK Pelabuhan Perikanan Nusantara (PPN) Karangantu telah ditunjuk sebagai kawasan industri perikanan (sebelumnya minapolitan) subsektor perikanan tangkap sejak 2010.
