PENENTUAN PRIORITAS WILAYAH KERJA UNTUK PENINGKATAN PENGAWASAN PERIKANAN DI WPP NRI 711 (Priority Determination of Working Area For Surveillance Improvement in Indonesia Fisheries Management Area 711 (WPP NRI 711))

ABSTRA CT The Fisheries Management Area of Republic Indonesia or often abbreviated as WPP-NRI is a fisheries management area for fishing, conservation, research and fisheries development covering inland waters, archipelagic waters, territorial sea, additional zones and the Exclusive Economic Zone of Indonesia (ZEEI). Priority of selection work unit surveillance as the base pier becomes something very important because the pier of the surveillance vessel becomes a major requirement. The base pier is not just a place to moor the vessel but the base pier becomes a function of ongoing surveillance operations. In this case the facilities and facilities of the base pier should be able to provide facilities as well as ease in supporting surveillance operations activities. Problem in selection of prioritization unit of work is a complex problem, it need s a method to overcome them.TOPSIS is one of decision making method capable for solving the problem of multi-criteria , TOPSIS working principle is the chosen alternative should have the closest distance from the positive ideal solution and the farthest from the most negative solution. The result of testing on 11 alternatives in 6 criteria showed that development priority area for fisheries surveillance work units in WP P NRI 711 were: Bata m (score 0,672) work unit Pontianak (score 0,671), and Natuna (score 0,647) .The results of the ranking are to be used as a reference for determining the improvement surveillance strategy and to minimize losses due to illegal fishing of the natural resources in the region of WPP NRI711 in Indonesia. Keywords: TOPS IS, work unit , WP P NRI 711 ABSTRAK Wilayah Pengelolaan Perikanan Negara Republik Indonesia atau sering disingkat dengan WPP NRI merupakan wilayah pengelolaan perikanan untuk penangkapan ikan, konservasi, penelitian, dan pengembangan perikanan yang meliputi perairan pedalaman, perairan kepulauan, laut teritorial, zona tambahan, dan Zona Ekonomi Ekslusif Indonesia (ZEEI). Prioritas pemilihan UPT Pengawasan SDKP (Sumber Daya Kelautan dan Perikanan) sebagai dermaga pangkalan menjadi sesuatu yang sangat penting dikarenakan dermaga kapal pengawas menjadi suatu kebutuhan yang paling utama. Dermaga pangkalan bukan hanya sebatas tempat untuk tambat kapal saja melainkan dermaga pangkalan menjadi sebuah fungsi berlangsungnya kegiatan operasi pengawasan. Dalam hal ini adalah sarana dan fasilitas dermaga pangkalan harus mampu memberikan fasilitas serta kemudahan dalam mendukung kegiatan operasi pengawasan. Permasalahan penentuan prioritas pemilihan satker merupakan masalah yang komplek maka diperlukan suatu metode untuk membantu mengatasinya. TOPSIS adalah metode pengambilan keputusan yang mampu menyelesaikan masalah multi-criteria. Prinsip kerja TOPSIS adalah alternatif yang dipilih harus memiliki jarak terdekat dari solusi ideal positif dan terjauh dari solusi ideal negatif. Dari pengujian 11 alternatif dari 6 kriteria didapatkan prioritas pengembangan satuan kerja wilayah pengawasan perikanan di WPP 711 adalah: Satker Batam = 0,672; Satker Pontianak = 0,671 dan Satker Natuna = 0,647. Hasil perangkingan tersebut akan dijadikan acuan sebagai dasar penentuan strategi peningkatan pengawasanwilayah perikanan di WPP 711 sehingga mampu meminimalisasi kerugian negara akibat pencurian SDA di wilayah WPP 711 Indonesia. KINERJA KELOMPOK USAHA BERSAMA (KUB) NELAYAN GILLNET DI BARSELA ACEH

Nowadays, the development of fisheries strategic issues is related to poverty and welfare of fishermen. In 2010 - 2014, Ministry of Marine and Fisheries implemented Business Development Program of Rural Area by creating a Joint Business Group (JBG) to help traditional and small scale fishermen who categorized as poor. This study aimed to determine the performance of JBG of gillnet fishermen and to identify the attributes of performance (aspects of institutional, socio-cultural, economic, environmental and policy) in Barsela Aceh. Data was collected by purposive sampling method from 13 JBG of gillnet fishermen. IPA analysis and gap analysis were performed to measure each attribute and attributes performance. The results showed that the value of the gap in the aspect of the institution of 1.87, and socio-cultural aspect of 1.91, which are categorized as good enough. Furthermore, the value of the economic aspect (2,12), environmental aspect (2,43) and policy aspect (2.21) are categorized as less good. The attributes which categorized as a top priority (in quadrant A) are the aspect of institution, namely; human resources quality of JBG, the level of utilization of information technology and marketing, participation in training event, frequency of training held by related agencies and traditional institutions and the effectiveness of PPTK. Socio-cultural aspects are the desire to be independent culture, work ethic culture, group cohesiveness, and JBG assets are jointly managed. In economic aspect are active savings and loan activities, the level of turnover development of JBG and the level of market opportunities for JBG fishermens business. Environmental aspects are the effectiveness of target fish species catch, high economic value of fish and environment-friendly technologies. Policy aspects are sanctioned policies for fictitious JBG, policies about who can become a member of JBG, policy management in preparing a joint business plan and sanctions for members who violate the rules.

SISTEM PEMANFAATAN IKAN TUNA DI NUSA TENGGARA (Tuna Utilization System in Nusa Tenggara)

Competition of tuna utilization in Nusa Tenggara has resulted in the inclining toward irresponsible utilization, which causes various issuess of tuna utilization system in Nusa Tenggara. The objectives of this research are to identify the issues of tuna utilization system in Nusa Tenggara and the root of issues. Analysis data used three steps of Soft System Methodology (SSM), there were understanding of the issues situation, established issues situation, and establish the issues definition. The results showed the issues in tuna utilization system in Nusa Tenggara are illegal installation of FADs; the depleted productivity of tuna fishing unit; inefficient fishing capacity utilization and over-input production input on tuna fishing units, fishermen catch baby tuna (undersized tuna), in optimal quality of landed tuna and conflicts related to FADs utilization. The solution that can be performed for these problems are: 1) Strict and effective law enforcement for illegal FADs and ideal allocated number of FADs; 2) determining of optimum allocation number for tuna fishing unit (effort) and the right time for close session; 3) determining the size of the ship which is efficient and determining the optimum amount of effort; 4) Establishing the regulations related to baby tuna fishing, developing the fishing technology which minimizes the catch of baby tuna and controlling the season and the location of the tuna fishing activities; 5) facilitating and training the fishermen and tuna fishing companies or trader for cold-chain handling; and 6) strict and effective law enforcement for fishermen trespassing the fishing area.

MODEL PENGEMBANGAN USAHA PERIKANAN TANGKAP DI DAERAH ISTIMEWA YOGYAKARTA

Capture fishery has an important role in the economic activity and livelihood among the people of Yogyakarta, but its dynamic interaction is not yet effective and still dominated by monopoly practices. This study has analyzed the feasibility and appropriate dynamic interaction for the development of capture fishing. The method developed in the study consisted of a cost-benefit analysis and SEM.Catching fish using sero, payang, gillnet, and krendet was found to be feasible and obtain net profits of Rp. 44,291,851, Rp. 91,202,416, Rp 47,585,387, and Rp 56,514,757, respectively. The most significant aspects of interaction determining the environments (internal, external, and industrial), business strategies, fishing industry performance, and development goals were management, social aspect, entry barrier, finance, and feedback period. For the construct interaction, the internal environment had a significant positive effect on the external environment, the external environment had a significant positive effect the industrial environment, and the business strategies had a significant positive effect on the goal of fishery development.
