KEBUTUHAN FASILITAS POKOK PELABUHAN PERIKANAN PANTAI LAMPULO 15 TAHUN MENDATANG (Main Facility Necessity of Lampulo Coastal Fishing Port for 15 Years for the Future)

Lampulo fishing port located in Banda Aceh. This port categorized as type C. The activity in Lampulo very dense, it is suspected due to inadequate of facilities available at the port. The aims of this study is to determine the projected increase in the production volume of the catch; determine the projected increase in the number of fishing boats; determine the needs of the dock, and harbor, for the current and future needs of 15 years. This research was conducted at the Lampulo fishing port in Banda Aceh by using a case study method. Calculation of the dock and harbour needs presently and in the next 15 years by using statistical data, namely the catch production (1), the number and size of vessel (2), direct measurement of results data objects i.e. jetty length (1), pond depth (2), ships length (3), direct observations data of the research object, namely dock facilities condition (1) port (2), the maximum draft of vessels (3) and the distance between the ship while tethered in the harbour. Based on projections of production, the total production volume in Lampulo reached 14,096 tons in 2027 or increased by 114%, but became decreased in 2028-2029 by 3,6% when compared with the production volume in 2027. The projected number of vessel fleet reached 822 units or an increase of 112% in 2029. Projected increase the size of the dock and the depth of the pool is needed for the next 15 years in the amount of 831m for landing docks and 757m for loading docks. It also required the addition of the port into a vast pool of 224.497 m2 and the depth of the pool minus 3,4 m.

POTENSI IKAN UNGGULAN SEBAGAI BAHAN BAKU INDUSTRI PENGOLAHAN DI PPN KARANGANTU (Superior fish potential as Raw Materials of Processing Industry in Karangantu Archipelagic Fishing Port)

ABSTRACT Karangantu Archipelagic Fishing Port (Karangantu AFP/PPN Karangantu) has been appointed as regional fisheries industry (formerly minapolitan), sub-sector of catch fisheries since 2010. Today, the development of the fisheries industry one of them is processing industry still undeveloped as the result of lack of area / specific industrial land in PPN Karangantu. In addition, there is no information about the superior fish landed in PPN Karangantu as raw material. This study aims to: (1) Determine the potential of fish catches landed in PPN Karangantu as raw material processing industry; (2) Obtain production alternatives for raw material surrounding fishing port that supports processing industry in PPN Karangantu. The results of this research indicated that there were 7 types of fish that had a positive value of LQ growth with a score is 3 there are squid, mackerel, kuniran, kurisi, sardine, tuna and sea-catfish. LQ score of 3 indicates that the types of fish are concentrated relatively in PPN Karangantu and can be developed in the future become a raw material for processing industry at PPN Karangantu. Alternative production of raw material can be obtained from PPI Kepuh PPI Wadas, PPI Terale, and PPI Lontarby the type of fish that are depend to the needs of processors in PPN Karangantu and brought by the sea or via land transportation. Keywords: Karangantu archipelagic fishing port, processing fish, raw materials, superior potential, -------- ABSTRAK Pelabuhan Perikanan Nusantara (PPN) Karangantu telah ditunjuk sebagai kawasan industri perikanan (sebelumnya minapolitan) subsektor perikanan tangkap sejak 2010. Namun, perkembangan industri perikanan salah satunya pengolahan ikan masih belum optimal sebagai akibat belum adanya kawasan/lahan khusus industri di PPN Karangantu. Selain itu, belum ada informasi mengenai ikan unggulan yang didaratkan di PPN Karangantu sebagai bahan baku olahan. Penelitian ini bertujuan untuk (1) mengetahui potensi ikan-ikan hasil tangkapan unggulan yang didaratkan di PPN Karangantu sebagai bahan baku industri pengolahan; (2) mendapatkan alternatif produksi hasil tangkapan dari pelabuhan perikanan sekitarnya yang mendukung industri pengolahan ikan di PPN Karangantu. Metode penelitian adalah studi kasus terhadap potensi unggulan industri pengolahan ikan di PPN Karangantu. Jumlah responden ditentukan secara purposive sampling, terdiri dari nelayan, pedagang, pengolah ikan, pengelola Dinas Perikanan Kota Serang dan pengelola PPN Karangantu. Analisis data menggunakan Location Quotient (LQ) untuk mencari ikan hasil tangkapan unggulan di PPN Karangantu dan analisis kekuatan hasil tangkapan untuk mengetahui karakteristik ikan bahan baku industri pengolahan ikan di PPN Karangantu. Hasil penelitian menunjukkan bahwa terdapat 7 jenis ikan yang memiliki nilai pertumbuhan LQ positif dengan skor 3 yaitu cumi-cumi, kembung, kuniran, kurisi, lemuru, tongkol dan manyung. Skor LQ 3 mengindikasikan bahwa jenis-jenis ikan tersebut terkonsentrasi pendaratannya secara relatif di PPN Karangantu dan dapat terus dikembangkan menjadi bahan baku industri pengolahan ikan di PPN Karangantu. SASARAN STRATEGIS PENGEMBANGAN MODEL KLUSTER INDUSTRI PERIKANAN TANGKAP (Strategic objectives for Cluster Development Model of Capture Fisheries Industry)

ABSTRACT Cluster model in fisheries industry base on leading commodity is a policies initiated by the Ministry of Fisheries and Marine Affairs to promote the accelerated development of marine and fisheries sector. Palabuhanratu is one of the areas designated as fisheries industry cluster development. The successful development of the program needs to be evaluated by measurable indicators. This study aims to formulate strategic goals as a measure of the success of the development model of capture fisheries industrial clusters in Palabuhanratu. SWOT analysis and balanced scorecard are used to formulate a strategy and a benchmark for the success of the program. The study states that the strategic objectives of capture fisheries industry cluster development in Palabuhanratu should be able to synergize the interests of actors and interests among sectors in order to create industries competitiveness and productiveness. Factors of successinclude8 strategic targets with 17 benchmarks are covered in 4 perspectives: customer and stakeholder perspective, financial, internal business and institutional perspective. Strategic objectives include balancing utilization and conservation, continuity of production, quality, customer satisfaction, supply chain integration, partnerships, and commitment among the actors in the development of the program. Keywords: cluster industry model, Palabuhanratu, capture fisheries, strategic objective, benchmark ------- ABSTRAK Model kluster industri perikanan berbasis komoditas unggulan merupakan kebijakan yang digulirkan oleh Kementerian Kelautan dan Perikanan untuk mendorong percepatan pembangunan sektor kelautan dan perikanan. Palabuhanratu merupakan salah satu lokasi yang ditetapkan sebagai kawasan pengembangan kluster industri perikanan tangkap. Keberhasilan pengembangan program perlu dievaluasi melalui indikator yang terukur. Penelitian ini bertujuan untuk memformulasikan sasaran strategis sebagai tolok ukur keberhasilan pengembangan model kluster industri perikanan tangkap di Palabuhanratu. Analisis SWOT dan balanced scorecard digunakan untuk merumuskan strategi dan tolok ukur keberhasilan program. Hasil penelitian menyatakan bahwa sasaran strategis pengembangan kluster industri perikanan tangkap di Palabuhanratu harus dapat mensinergikan kepentingan para pelaku dan kepentingan antar sektor untuk dapat menciptakan industri yang memiliki daya saing dan produktif. Faktor keberhasilan mencakup 8 sasaran strategis, dengan 17 tolok ukur keberhasilan yang tercakup dalam 4 perspektif yaitu perpektif pelanggan dan stakeholder, keuangan, bisnis internal dan perspektif kelembagaan. Sasaran strategis meliputi keseimbangan pemanfaatan dan konservasi, kontinuitas produksi, mutu, kepuasan pelanggan, integrasi rantai pasok, kemitraan, dan komitmen diantara para pelaku dalam pengembangan program. Integrasi Pasar Komoditas Unggulan Minapolitan di Palabuhanratu (Market Integration for Major Minapolitan Commodities in Palabuhanratu)

Pelabuhan Perikanan Nusantara Palabuhanratu telah ditetapkan sebagai lokasi proyek minapolitan perikanan tangkap. Pemerintah daerah menetapkan tuna dan layur sebagai komoditas unggulan minapolitan. Salah satu aspek penting yang harus diperhatikan dalam pengembangan komoditas unggulan adalah integrasi pasar. Dalam integrasi pasar, harga suatu komoditas sangat responsif terhadap perubahan harga produk yang memiliki kualitas yang sama di pasar lainnya. Hubungan harga spasial dapat menunjukkan kinerja pasar secara keseluruhan. Kinerja pasar yang efisien dapat digunakan sebagai salah satu daya saing komoditas unggulan minapolitan di Palabuhanratu. Penelitian ini bertujuan untuk menganalisis integrasi pasar tuna dan layur di kawasan minapolitan perikanan tangkap Palabuhanratu. Model Ravallion digunakan untuk menganalisis integrasi pasar tuna dan layur antara pasar lokal dan pasar ekspor. Metode Index of Market Connection digunakan untuk menghitung derajat integrasi di antara kedua pasar. Hasil penelitian ini menunjukkan bahwa pasar bigeye tuna segar dan layur di Palabuhanratu terintegrasi baik untuk jenis pasar lokal maupun pasar ekspor.
