RESUMO: A proposta do presente artigo e problematizar o lugar legitimado de saber/poder do psicologo. Para tanto, partiremos de nossa pratica academica, quer seja como professora, estudante de graduacao, estagiaria, extensionista ou supervisora para colocar em analise a producao do profissional especialista em atribuir significados aos processos de vida. Apostamos, a partir das ideias de Foucault, na provisoriedade das verdades e na possibilidade de criacao e de invencao, contrariando as naturalizacoes e dicotomizacoes presentes na formacao e atuacao em psicologia. Da norma ao risco: transformações na produção de subjetividades contemporâneas

O objetivo do presente artigo e demonstrar, com base na premissa foucaultiana de que a resistencia e sempre primeira, algumas transformacoes que se deram com o movimento social de recusa a sociedade disciplinar a partir de profundas mudancas nos processos de producao de subjetividade e de controle sobre os corpos e os comportamentos. As transformacoes em analise dizem respeito a passagem de uma sociedade fundada na normatizacao dos sujeitos para uma sociedade de controle dos riscos do cotidiano, o que permitiu, em grande parte, uma revitalizacao da capacidade de comando social do capitalismo sobre as pessoas. Resulta dessa analise, portanto, a apreensao de alguns mecanismos de poder que vem sendo impostos e naturalizados hoje em dia e que subjetividades sao produzidas por eles.

Por uma invenção ética para os Direitos Humanos

By the means of the Philosophy of Difference as a theoretical reference, we seek to place in discussion concepts such as civilization, barbary, rights, human, evolution and progress, among others. Therefore, we historicize the genesis of Human Rights, in the context of the 1948 Declaration, during the Cold War, and, in Brazil, with the emergence of the new social movements after 1975. These historical happenings, besides having their importance, have produced effects of essentialism and naturalism, emptying and capturing, many times, the struggle for Human Rights. When positively affirming the right and humanity as processes, we raise the discussion of an ethics of immanence.

UMA ANÁLISE DO ACONTECIMENTO “CRIANÇAS E JOVENS EM RISCO”

En este trabajo se analiza la situacion de riesgo en un aspecto historico y politico. Presenta una vision general del debate sobre esta categoria de analisis, desnaturalizandola. En una segunda parte del texto, se busca tejer una descripcion de como la situacion de riesgo llego a la escena politica de la proteccion de los ninos y jovenes como un modo estrategico de la proteccion social y la prevencion. A continuacion, se analiza como se materializa la gestion del riesgo en la practica de los miembros del consejo tutelar en Brasil, despues de la aprobacion del Estatuto de la Ninez y la Adolescencia. El consejo tutelar se convierte en un organo central de gerencia de las desviaciones en el nombre de la proteccion integral. Llegamos a la conclusion de que generar riesgos implica gobernar conductas desde la logica de la sociedad de seguridad.This article discusses the risk event, from a historical and political perspective. It presents an overview of the debate on this analytical category, denaturalizing it. In the second part of the text, we seek to weave a description of how the risk event came on the scene in the policy of protection of children and young people as a strategic means of social protection and prevention. Then, it analyzes how risk management is materialized in the practices of the guardianship council members in Brazil, following the approval of the Statute of Children and Adolescents. The guardianship council becomes a central board of management of deviations in behalf of full protection. We conclude that managing risks involves governing behaviors out of the logic of a safety society.

Pelos caminhos da judicialização: lei, denúncia e proteção no contemporâneo

By putting in analysis the judicialization process, truths established about law, denouncement, protection, justice, violence and vigilance will be problematized. In particular, the so called childhood and adolescence protection, taken as a way of participation, social responsibility and a condition for the realization of justice, which will be contextualized in view of encouraging the denouncement. Therefore, the proposal is to think the denouncement as a way of producing truths, and the movements of this practice that makes the machine of the judiciary works, through its institutionalized channels, like the anonymous denouncement for example. Thus, vigilance networks that trigger the judiciary start to be organized, supporting judicialization policies while criminalizing and moralizing the families when putting under suspicion their ways of life. Conflitos enquadrados como bullying: categoria que aumenta tensões e impossibilita análises

Este texto busca debatir el encuadramiento de ciertas relaciones en una categoria nombrada bullying y su emergencia en el contexto brasileno, pensandola como una practica contemporanea atravesada sobre todo en la escuela. Planteamos el analisis de la logica penal inscrita en esa practica identitaria, sostenida en los fundamentos del Estado de Derecho, que define funciones para los especialistas y alimenta la creacion de leyes. Esta es una marca de la sociedad punitiva en la que vivimos actualmente y en la cual el agresor es conducido por los trayectos de la judicializacion y de la medicalizacion, asumido como un posible delincuente y la victima es despotencializada. Constatamos un ajuste de fenomenos de poblacion a los procesos economicos: el bullying se inscribe en la logica de la norma, como dice Foucault, propia de las artes de juzgar.

Childhood and City: inventing spaces and ways of living

Our researching experience concerning the Child and Adolescent Statute highlights institutional practices that relate the movement of the child in the city with practices of gathering and sheltering in certain establishments. We problematize how the relations between childhood and city are built in power relations aiming governing life, by developing a genealogic study based on Michel Foucault, with two analyses paths: the creation of mechanisms that articulate the childhood, the family and the urban space in modern society, considering Jacques Donzelot and Philippe Aries’ studies; and the records of the reference guidelines on childhood policy in Brazil (Minors’ Code – 1927 and 1979, Child and Adolescent Statue - 1990). Among the ways of governing and inventing childhood and the city in Brazil, we find the diagram of a sense of subject of children’s rights.
