Internacionalização na produção de conhecimento em IES Brasileiras: cooperação internacional tradicional e cooperação internacional horizontal

The Brazilian scientific knowledge production is realized, basically, in the graduate education level. This paper analyses the international cooperation in this education level. The sources of the dates are institutional reports and information with the staff of the CNPq and CAPES and studies about bilateral and multilateral agreements, foreign with scholarship in the country and Brazilians with scholarship in the other countries. The results confirm the presence of the internationalization periphery model in the HEIs despite the expansion of the internationalization at the research and at the graduate level. The results show the coexistence of the two internationalization models: the predominance of the traditional international cooperation - CIT, based in the competition and in the collocation in the globalized labor market and the tendency, in spite of little, from 2003, of the Horizontal International Model - CIH, based at the international consciences and in the consolidation endogen scientific capacity of more fragile partners.

Equidade e iniquidade no ensino superior: uma reflexão

The article addresses the equity issue in Higher Education from three aspects: equity of access, of participation and of results. It reflects and asks what is equity in this level of education. The theoretical framework was based on the studies presented at the Organization for Economic Co-Operation and Development (OECD) 2008 and others. It presents a statistical comparison between the latest average scores of the students approved in the vestibular (Brazilian university admission exam) of a public HEI (Higher Education Institution) in 2008 and the minimum score of the approved students in the admission exam of the same institution, in 2007. The theoretical interlocution and the statistical study characterize the state of knowledge of the subject under qualitative and quantitative aspects, strengthening the identification of the involved in the equity or the inequity in Higher Education. This paper highlights the existence of policies of affirmative actions as a way to increase the equity of access. The results indicate the existence of inequity in the primary and secondary education. The article emphasizes the need of further studies on equity in Education.

Qualidade da educação universitária: isomorfismo, diversidade e eqüidade

The international trends that emerged in the age of knowledge, intensified as a result of internationalization and the development of new communication technologies, have markedly disseminated amongst us (a country historically characterized by State control of higher education) the era of quality. This paper examines different concepts and strategies of quality in higher education, which resulted from international experiences. Among the main concepts that of quality stands out, synonymous with isomorphism, reflecting itself in the form of standardized institutional evaluation and employability; quality, synonymous with respect for specificities; and quality, synonymous with fairness. The state of knowledge in the internationalization of higher education: concepts and practices

ABSTRACT The internationalization of higher education assumes a leading role in theworld scenario after the 1990s. This tendency is fortified with theclassification of higher education as service, subject to the General Agreementof Trade in Services (GATS) of the World Trade Organization (WTO), andthe prevailing notion of transnationalization over sovereignty of the nation-state. This paper intends to identify the state of knowledge about universityinternationalization, concepts and practices ( DALE , 2000), in this century,from the analysis of data bases of European and North-American educationperiodicals. The methodology is guided by the principles of content analysis.The growth of scholarly writings on the topic has been identified, along witha tendency of altering the thematic focus: from conceptual to practical. Theinternationalization of higher education in the light of the expansion of thesystem and complexity urges for studies and public policies that reduce themarket approach and contribute to the social-academic quality.Key-words: Internationalization of Higher Education; state of art; highereducation; transnationalization.

Do Compromisso ao Comprometimento: o estudante e a aprendizagem

This article, of bibliometric character, has as object the school learning, decentralizing the teacher as the sole responsible for the university teaching-learning quality. It intends to investigate the engagement of students as an essential aspect of the learning process. The paper starts with an interlocution with theorists who seem to approach this issue, with the database from ANPED (National Association of Postgraduate and Research on Education) and from CAPES (Board of Improvement for Higher Education Personnel) as the main searching benchmarks. The reference starts from those research bodies because of their relevance in the field of scientific research. The article points out the need to continue the studies in this field, through an intense theoretical interlocution, as well as investigative practices related to the student.

Estado de conhecimento e questões do campo científico

This article aims to uncover questions about the construction of the State of Knowledge in Education and point out basic theoretical positions of these issues with a view to research practice articulated the national reality. It departs fromthematizations over four years experiences in a course of postgraduate excellence. The article identifies categories of analysis from the perspective of scientific field (Bourdieu): Public policies of the nation-state and disciplinary area; Purposes of the Stateof Knowledge to break pre-conceptions (Quivy and Capenhoudt); Internal quality of the State Knowledge (Lovitts) marked by originality; Methodology of collaborative learning. It concludes with the complexity of state of knowledge production resulting from numerous socio-scientific interrelations and rescues its importance for the inclusion in the scientific field and the object of the research.

Qualidade da educação superior e contextos emergentes

A qualidade da educacao superior tem sido tema de frequentes producoes cientificas. Identifica-se a forte presenca de posicoes em defesa do rankeamento e da garantia da qualidade de sistemas, instituicoes e cursos de educacao superior defendendo um modelo universal de avaliacao da qualidade, bem como posicoes que defendem a nao comparabilidade entre tais elementos pela crenca em diferentes identidades universitarias. Este texto tem como objetivo apresentar uma reflexao sobre o conceito de qualidade da educacao superior, neste seculo, considerando como base para essa compreensao a nocao de contextos emergentes. Retoma, resumidamente, as diferentes concepcoes de qualidade da educacao superior apresentada em artigos anteriores (MOROSINI, 2001 e 2009) e identifica a consolidacao da nocao isomorfica, corroborada pelo processo de internacionalizacao transnacional; e a emergencia de uma nocao, mais substantiva e defensavel, da equidade na qualidade da educacao superior. Conclui pela complexidade da tematica e reforca a relacao entre contexto emergente e qualidade da educacao superior, neste momento de transicao, tensionada pela relacao local-global.

Universidades comunitárias e sustentabilidade: desafio em tempos de globalização

This study analyses characteristics of the model of a sustainable university present in the community university (a regionally-oriented non-public school of higher education), according to its managers. Its purpose is to identify institutional policies and establish perspectives. The concept of sustaining change and documental analysis is the basis for discussions. The results show expansion, diversification of knowledge areas and funding and stimulation of academic activities. The differences are the strengthening of the steering core and entrepreneurial culture. The challenge is to establish sustainable change and maintain the community character in spite of competition and resources.

Quality of higher education and the complex exercise of proposing indicators

Este articulo sintetiza algunas reflexiones acerca de la calidad de la educacion superior realizadas por el Projeto Observatorio da Educacao Superior, desarrollado por la Rede Sulbrasileira de Investigadores de Educacao Superior – RIES/CAPES/INEP. La metodologia, con diferentes procedimientos cuanti-cualitativos, apunta la complejidad de proponerse indicadores de evaluacion que asumen el caracter contextualizado y temporal de la universidad y la multirreferencialidad como valor. La analisis de los datos es acompanada de interpretacion teorica general del proyecto y especifica de ejes que relacionan la calidad de la educacion superior a los temas de internacionalizacion, gestion, ensenanza de grado, innovacion, formacion y desarrollo profesional docente. De esta manera, se construyen indicadores que auxilian la percepcion acerca de la calidad y ofrecen contribuciones.ABSTRACTThis article provides reflections on the quality of higher education carried out on the Observatory of Higher Education Project, developed by the South Brazilian Network of Researchers in Higher Education – RIES/CAPES/INEP. The methodology, involving different quanti-qualitative procedures, points to the complexity of proposing evaluation indicators which assume university’s contextualized and temporal character and take multireferentiality as a value. Data review is accompanied by the project’s general theoretical interpretation and by specific interpretations of axes relating the quality of higher education to themes of internationalization, administration, undergraduate teaching, innovation, professional teacher training and development.
