Zwischen Universalismus und Relativismus

Die multikulturalistische Demokratietheorie entstand in den letzten beiden Jahrzehnten als Reaktion auf die kulturelle Diversifizierung politischer Gemeinschaften und auf politische Forderungen nach kulturell begrundeter Sonderbehandlung sowie auf die Liberalismus-Kommunitarismus-Debatte, speziell in kritischer Distanz zum Liberalismus Rawlsscher Pragung. Sie zeichnet sich durch die Annahme aus, dass Kulturen als Kontexte fur das Denken und Handeln der Menschen sowie fur deren Selbstverstandnis und Freiheit von konstitutiver Bedeutung sind. Daraus leiten die Multikulturalisten die Forderung ab, dass kulturellen Partikularismen in einer normativen Demokratietheorie ein zentraler Stellenwert zukommen sollte, z. B. in Form von Sonderrechten fur manche Burger(-gruppen).

Legitimacy of European Citizenship: Do Europeans believe that all EU Citizens should have the Right to Vote in another EU Country?

EU citizens living in an EU member state of which they are not nationals may participate in local elections. Based on a survey conducted in three member states of the EU we analyze the legitimacy of this core element of European citizenship. Firstly, we examine the extent to which European citizens support the Europeanisation of local voting rights. The results show that about two-thirds of citizens accept these rights. Secondly, we analyze whether those who reject the idea of equality for all Europeans can be determined by social characteristics. Our analyses show that opponents are not at all determined by socio-structural factors and are barely determined by cultural factors and hence do not form the basis for a politically mobilized cleavage. All in all, the results indicate that citizens believe in the legitimacy of this important component of European citizenship.

Welche Bedeutung/en hat ‚Demokratie‘ weltweit? Aktuelle Befunde aus der empirischen politischen Kulturforschung als Beispiel für eine Variante ‚transkulturell vergleichender Politischer Theorie‘

Mit dieser Grundungstagung der DVPW-Themengruppe ‚Transkulturell vergleichende Politische Theorie‘ wurde die von Fred Dallmayr 1997 in den USA etablierte Forschungsrichtung ‚comparative political theory‘ (CPT) innerhalb der deutschen Politikwissenschaft institutionalisiert. Die CPT ist bisher ein breit angelegtes, offenes und dynamisches Forschungsprojekt. Darin besteht einerseits dessen Attraktivitat, andererseits birgt dies die Gefahr der Desintegration. Es bedarf deshalb einer Systematik, um die unterschiedlichen Arbeiten, die im Namen der CPT bzw. der ‚transkulturell vergleichenden Politischen Theorie‘ vorgelegt werden, in Zukunft im Rahmen einer vielfaltigen und dennoch integrierten Themengruppe anschlussfahig und komplementar gestalten zu konnen.

On the Assessment of ‘Civilizations’ in Political Culture Research. Criticism and Alternative

Since Huntington proclaimed the political relevance of ‘civilizations’, the concept has been popular in political culture research. However, it lacks precision and is used inconsistently in interpreting global cultural (dis)similarities. This article aims to illustrate how these flaws can be avoided. First, the broad rubric of civilization is specified and differentiated from political culture. Then, the (dis)similarities of 39 countries in terms of political culture are visualized in a two-dimensional space using data from the World Values Survey (2005–08). The description of the countries’ configuration reveals a specific ‘liberal-democratic culture area’ and the configuration’s additional visual interpretation with both the civilization rubric and two of its core elements is more informative than the use of ‘civilization’ alone.
